Audit and Tax Services for Construction Companies
From contractors to developers, we handle percentage-of-completion reporting, project cost controls, statutory audit, and tax compliance for construction businesses.
What the work involves
A contractor’s revenue is recognised over the life of each project under PFRS 15, usually by measuring the costs incurred against the total estimated cost. The reported profit of the year therefore rests on estimates: what each project will finally cost, and how far along it is.
The audit tests those estimates project by project. It compares budgets with actual costs, follows variation orders and claims to their approval, and checks billings, retention and advances against the contracts.
What needs attention
- Estimated cost to complete. Whether budgets are updated, and whether a project expected to lose money has been provided for.
- Contract assets and liabilities. Work done but not yet billed, billings in excess of work done, retention receivable and advances from customers.
- Project costing. Materials on site, subcontractor accruals, equipment costs and the allocation of overhead to projects.
- Taxes on contracts. Creditable withholding tax deducted by customers, VAT on progress billings, and the taxes withheld by government agencies on public contracts.
- Licensing. Contractors are licensed by the Philippine Contractors Accreditation Board, and audited financial statements support the licence category applied for.
Related services
- Project cost control and internal control reviews.
- Tax compliance and BIR audit assistance, including the reconciliation of withholding tax certificates.
- Job-cost bookkeeping for contractors without a full accounting team.
- Company profiling and loan application assistance for project financing and bonding.
Frequently asked questions
How is revenue recognised on a project that spans two years?
Over time, in proportion to the progress of the work, provided the contract meets the conditions of PFRS 15. Each year carries the share of revenue and cost that corresponds to the work performed in it.
What should a contractor have ready for the audit?
A schedule of projects with contract price, variation orders, costs to date, estimated cost to complete and billings, together with the contracts, progress billings and subcontractor agreements.
