Audit and Tax Services for Rural Banks in Eastern Visayas

Rural banks rely on us for financial statement audits, BSP reporting support, loan portfolio and allowance review, internal controls evaluation, and tax compliance built for regulated lending.

What a rural bank audit involves

Rural banks operate under the Rural Banks Act of 1992 (Republic Act No. 7353, as amended) and the Manual of Regulations for Banks of the Bangko Sentral ng Pilipinas. The annual audit is conducted under the Philippine Standards on Auditing, and the audit report is submitted to the BSP as well as to the BIR and the SEC.

Most of the audit effort goes to the loan portfolio: the existence and classification of loans, the adequacy of the allowance for credit losses under PFRS 9 and the BSP’s provisioning rules, accrued interest, and real and other properties acquired. Deposit liabilities, capital adequacy, related party transactions and compliance with the BSP’s prudential limits are examined alongside.

  • Related parties. Loans and other accommodations to directors, officers, stockholders and their related interests, and the limits on them.

Frequently asked questions

Does the BSP set requirements for a rural bank’s external auditor?

The BSP has its own rules on the external auditors of the institutions it supervises. We confirm the requirement that applies before accepting an engagement.

When should the audit of a rural bank begin?

Before year-end. Loan confirmations, cash counts and the review of the loan portfolio are planned around the year-end date, and the audit report has its own deadline with the BSP.
