Audit Services for Non-Stock Savings and Loan Associations

We serve NSSLAs with statutory audits, BSP regulatory reporting, verification of member capital and loan accounts, and governance and controls suited to non-stock, member-based finance.

What an NSSLA audit involves

Non-stock savings and loan associations operate under the Revised Non-Stock Savings and Loan Association Act of 1997 (Republic Act No. 8367) and are supervised by the Bangko Sentral ng Pilipinas. An NSSLA accepts savings from, and lends to, a well-defined group of members only, and its annual audit report is submitted to the BSP.

The audit covers members’ capital contributions and deposits, loans to members and the allowance for credit losses, the distribution of net income to members, and compliance with the BSP regulations that apply to the association.

What needs attention

  • Member accounts. Agreement of capital contribution and deposit ledgers with the general ledger, and confirmation with members.
  • Loans to members. Classification, past due accounts, collection through salary deduction and the allowance for credit losses.
  • Membership. Transactions confined to the well-defined group the association is authorised to serve.
  • Dividends and interest. Computation and approval of amounts distributed to members.
  • Prudential limits. Compliance with the ratios and limits the BSP prescribes.

Related services

  • Verification of member capital and loan accounts against the subsidiary records.
  • Support for BSP reportorial requirements and examination findings.
  • Review of governance and of controls over lending and collections.

Frequently asked questions

Who may be a member of an NSSLA?

Membership is confined to a well-defined group, such as the employees of one company or agency, as stated in the association’s articles and by-laws.

The BSP has its own rules on the external auditors of the institutions it supervises. We confirm the requirement that applies before accepting an engagement.
