Audit and Advisory for Electric Cooperatives in Eastern Visayas

We audit and advise electric cooperatives on NEA and ERC reporting requirements, rate and subsidy documentation, asset and inventory controls, and the tax compliance that comes with member-owned utility operations.

What an electric cooperative audit involves

Electric cooperatives are organised under Presidential Decree No. 269, as amended by the National Electrification Administration Reform Act of 2013 (Republic Act No. 10531). They are supervised by the NEA, and their rates are regulated by the Energy Regulatory Commission.

The audit gives attention to utility plant and construction work in progress, materials and supplies inventory, consumer accounts receivable, power cost payables, members’ contributions, and the funds and charges the cooperative collects and must account for separately.

What needs attention

  • Utility plant. Additions, retirements, work orders closed to plant, and depreciation.
  • Materials and supplies. Physical count, slow-moving items and issuances to work orders.
  • Consumer receivables. Ageing, disconnection policy and the allowance for uncollectible accounts.
  • Power cost. Agreement of payables with supplier billings, and the pass-through charges billed to consumers.
  • Restricted collections. Charges collected for remittance or for a specified use, and the bank accounts that hold them.

Related services

  • Support for NEA and ERC reportorial requirements.
  • Review of controls over billing, collection, inventory and procurement.
  • Tax compliance for member-owned utility operations, including withholding taxes and local taxes.
  • Assistance during a BIR audit.

Frequently asked questions

Does it matter whether the cooperative is registered with the NEA or the CDA?

Yes. Registration determines the regulator’s reporting requirements and affects the tax treatment. We confirm the registration and the framework that follows from it at the start of the engagement.

How is VAT on the system loss charge treated?

The BIR has addressed this by circular. Our advisory on RMC No. 97-2026 summarises the current position.
