Audit and Tax Services for Educational Institutions

Schools and universities rely on us for statutory audit, internal controls, and compliance — experience that includes auditing educational institutions across the region.

What the work involves

A private school is either a proprietary institution organised as a stock corporation or a non-stock, non-profit institution, and the tax treatment differs between the two. It answers to DepEd, CHED or TESDA depending on the levels it offers, and files audited financial statements with the BIR and the SEC.

The audit follows the school year as much as the financial year. Tuition and fees are tested against enrolment records, receivables from students against the ledgers, and scholarships, discounts and government subsidies against their terms.

What needs attention

  • Tuition and other school fees. Cut-off between school years, unearned tuition, refunds and discounts.
  • Receivables from students. Collectability of balances carried over from earlier terms and the allowance against them.
  • Tuition fee increases. The use of incremental proceeds for salaries and benefits and for facilities, as Republic Act No. 6728 requires.
  • Restricted funds. Donations, endowments and grants held for a stated purpose, and government assistance received on behalf of students.
  • Tax status. For non-stock, non-profit schools, whether revenues and assets are actually, directly and exclusively used for educational purposes; for proprietary schools, the conditions of the preferential income tax rate.

Frequently asked questions

Is a non-stock, non-profit school exempt from all taxes?

No. The exemption covers revenues and assets actually, directly and exclusively used for educational purposes. Income not so used is taxable, and the school remains a withholding agent for salaries and payments to suppliers.

When should a school schedule its audit?

Before the end of its financial year, which for many schools follows the school year and not the calendar year. The filing deadlines run from that year-end.
