DOF DC No. 001-2026 — Mass Appraisal Guidebook (MAG) 2nd Edition: A Supplement to the Local Assessment Manual

Regulatory AdvisoryIssued 06 October 2026Effective October 21, 2026

The Department of Finance has issued Department Circular No. 001-2026 on October 06, 2026, promulgating and circulating the Mass Appraisal Guidebook 2nd Edition. The guidebook provides updated guidance on how properties are valued for real property tax purposes and other covered uses.

What is the Circular About

Department Circular No. 001-2026 officially promulgates and adopts the Mass Appraisal Guidebook (MAG) 2nd Edition. This guidebook serves as the standardized, step-by-step technical manual that local assessors must follow to conduct real property valuations and formulate their Schedule of Market Values (SMVs) nationwide for real property tax purposes and other covered uses.

Inside the MAG 2nd Edition

  • Chapter I — Property valuation methods: Contains valuation approaches such as market approach, income approach, cost approach, residual method
  • Chapter II — Mass appraisal process: Covers the mass appraisal process used in formulating the SMV.
  • Chapter III — Preparing the Schedule of Market Values: Covers the preparation of SMVs, including prescribed standard forms and formats.
  • Chapter IV — Valuation Testing for Mass Appraisal: Covers appraisal ratio studies, measures of appraisal level, measures of variability, and actual testing.
  • Chapter V — Machinery: Covers the valuation approach, valuation of infrastructure, and general valuation issues.

Who Should Take Note

  • Local government assessors — Must implement and comply with the updated guidebook.
  • Local government units (LGUs) — Should take the updated valuation guidelines into account when preparing SMVs.
  • Property owners and businesses — Should monitor applicable property valuation and assessment updates that may affect their real property taxes.
  • Accountants and tax practitioners — Should stay informed about changes in property assessments relevant to their clients.

Will This Automatically Increase Your Property Tax

Not necessarily. The circular updates the guidelines for property valuation. It does not, by itself, establish a uniform increase or decrease in every property owner's tax bill. Your actual real property tax depends on the applicable assessment rules, valuation, assessment level, tax rate, and other relevant factors.
