CDA MC No. 2026-14

Regulatory AdvisoryIssued September 17 2026Effective October 15, 2026

The Cooperative Development Authority has issued CDA Memorandum Circular 2026-14, promoting youth participation in cooperative governance and providing young people with opportunities to take an active role in shaping the future of cooperatives. This circular was issued on September 17, 2026, with effectivity date of October 15, 2026.

What the Circular Does

The CDA Memorandum Circular 2026-14 promotes youth participation in cooperatives by giving young people aged 18–30 a more active role in cooperative governance. This circular forces cooperatives to give young members a seat at the table. Cooperatives must establish either a dedicated youth committee or a youth representative on the board of directors so young members can directly influence policies, decisions, and programs.

Key Effects to Cooperatives

  • Mandatory Governance Restructuring: Coops must amend their Articles of Cooperation and By-Laws (ACBL) to formally integrate the Youth Committee structure and/or a Board-level Youth Representative seat.
  • Shift in Recruitment & Membership Focus: Coops can no longer rely solely on aging demographics; they are explicitly required to formulate recruitment strategies to attract members aged 18 to 30.
  • Regulatory and Compliance: Compliance with youth representation will now be evaluated during regular annual inspections conducted by CDA Regional Extension Offices.

Institutionalization Options

Cooperatives must adopt at least one of the following setups:

  • Option A: Youth Committee - Composed of at least three (3) members appointed by the Board of Directors.
  • Option B: Board Representation - A youth representative will serve as an ex-officio member of the Board of Directors with perks and privileges approved by the General Assembly.

Timeline, Enforcement & Sanctions

  • 3-Year Grace Period: Cooperatives are given a 3-year transitory period from effectivity to amend their Articles of Cooperation and By-Laws (ACBL) and recruit youth members
  • Technical Assistance (TA): Non-compliant coops identified during annual inspections will first receive Technical Assistance from the CDA.
  • Order to Comply: Issued if a coop remains non-compliant one year after receiving TA.
  • Penalties: Sanctions such as the non-issuance or suspension of the Certificate of Compliance (COC) will be enforced for willful non-compliance after the 3-year grace period ends.

Reminders to Cooperatives

  • Cooperatives must establish Youth Committee or designate Youth Representative on the Board of Directors
  • Youth committee must have at least 3 members aged 18-30.
  • Cooperatives are encouraged to assess their existing governance structures and take the necessary steps to comply with the Circular’s applicable requirements.
  • Review the cooperative’s Articles of Cooperation and By-laws and consider amendments to align them with the Circular.
  • Cooperatives are given three years to fully comply with the guidelines.
  • Prepare for annual monitoring from CDA regional extension offices regarding compliance with youth representation.
